According to a Reddit user, they were able to receive Ghastly Reins as a trophy by completing the Gathering Legions event in Diablo 4. After using Ghastly Reins, they were able to add the Spectral Charger mount to their stables.
For players who want to see if they can replicate these results, they will need to complete the Gathering Legions event in Kor Dragan in the Diablo 4 beta. Kor Dragan is one of the three Fortresses in the Broken Hills and is located northwest of Kyovashad and northeast of the Menestad Waypoint.
In Kor Dragan, players will face dozens of enemies, most of them vampires. The Fortress is a nested road network and consists of jump/climb points and all enemies there are at level 25. It is not recommended that any player below the maximum beta level of 25 attempt to complete this Stronghold unless they are in a group. Even players at level 25 should consider going with a friend or two as Kor Dragan is extremely difficult alone.
Once you manage to regain control of Kor Dragan from the vampires, you will be eligible to participate in the Gathering Legions event. This is a completely separate mission from the Stronghold. Unfortunately, the spawn times for this event appear to be random, so you'll have to wait until the event is specifically triggered on your world. When the event occurs, you can return to Kor Dragan, complete the event, and be rewarded with Ghastly Reins at the end. This item will appear in your inventory and you can click its box to use it at this point. This will display “Reward Won: Mount. It will trigger a prompt that says "Visit a Stablemaster to equip it".
Most settlements and cities will have a Stablemaster marked with a horse icon on your map. Just talk to the Stablemaster and you'll see the Spectral Charger assembly pop up. Unfortunately, you can't do anything with the horse at this point during the beta. All you can do is look at the mount in the barn.

If you re-enter your stable, under Spectral Charger it says “Limited Access. Proceed through the campaign to gain access to mounts and complete Mount: Donovan's Favor”. It looks like the full version of Diablo 4 will include a quest called Donovan's Favor that players can complete to gain full access to the Spectral Charger and other horses/mounts.
