How to unlock Helm Wagers in Skull and Bones
Helm Wagers are one of Empire's advanced activities, so you'll need to get used to all the other features before unlocking this one. To access Helm Wagers you need to unlock Black Market. After completing the activities, you will begin to expand your Helm Empire. You can do this by completing smuggling Orders.
Kingpin Once you reach the rank, you will unlock a new mission called A Nose for Business. Completing this quest will unlock the ability to capture Manufactory locations to obtain Overviews, Sovereigns, and Pieces of Eight for the Helm Empire.
