Forza Horizon 5 will add sign language support in a future update

The game is already launching with a regular suite of accessibility features.

Alongside the accessibility features, Playground Games plans to offer sign language support for cutscenes in Forza Horizon 5.

Horizon 5 is already launching with a host of useful features such as customizable subtitles, text-to-speech, colorblind filters, and an incredibly useful slider that lets you change the offline game speed; ie people can customize your car speed, NPC cars and Mexican environment. Brown said the feature is “great for beginners and those who want more time to progress in the game.” You can also turn animated backgrounds on or off and set how long notifications stay on the screen.

Brown announced that the team is “constantly listening to the community to make Forza Horizon 5 an inclusive experience that everyone can enjoy,” and support for both American Sign Language and British Sign Language will arrive at a later date. It's still a vague window "shortly after launch," but the team has given a quick demo of how the feature will work. During cutscenes, the translator should open a picture-in-picture near the bottom of the screen.
