League of Legends 13.17 patch notes Top killers, powerful jungle characters, and users of the Immortal Shield Bow are tops in League of Legends Patch 13.17, but that's not good news for some.
This League update (second update until the Worlds patch for those who count) includes 19 champion changes (nine buffs, five debuffs, and five major tweaks), four item tweaks, and a rune change.
According to league balance boss Matt Leung-Harrison, the biggest focus of Riot Games developers this time around is shifting some top champions out of their "pure kill power builds" and towards stamina. This includes tons of changes to Aatrox, Xin Zhao, Vi, and Hecarim.
There will also be some help (in the form of buffs of course) for champions affected by the Immortal Shield Bow changes from previous patches.
More jungle selections will also be mixed with the changes. Riot had planned to slightly buff a few weak junglers, but Leung-Harrison says plans have changed to "weakening the best junglers" to better balance the role's impact on games this season.
Finally, the news all collectors have been waiting for: In the last update for August, five champions will receive new Cosmic-style skins.
When will League 13.17 Patch be released?
The last patch of this month will be released on Wednesday, August 30. While it's not guaranteed that each of the 24 predicted changes will arrive on live servers on launch date, there will certainly be the lion's share, as well as new skin releases, cosmetics, icons, and much more.
The first update of August will begin performing around 10:00 CEST in Australia, where I play, and will be broadcast on major League servers throughout the day.

Expect a few hours of server downtime as the patch begins to prepare. Matchmaking will be disabled in all League ranks three hours before the update is officially released.
'Death machines' losing power
With this update, Riot is removing Aatrox, Vi, Blitzcrank, Hercarim, and Xin Zhao from their "pure kill power builds" and instead trying to bring them closer to more endurance-focused powers. The developers specifically want to hack how well they can snowball if the early game goes well for them.
The interesting thing about this is that none of the five characters (aside from Blitzcrank) have overwhelming win rates. Xin Zhao comes closest to this, winning 49,69 percent of the games. Vi's win percentage is the lowest this cycle at 48,83.
Top junglers hit again, Blitzcrank plan dropped
In the jungle, the king is constantly weakened. League devs are blowing up a handful of top junglers again after weeks of changes, and this time Kayn, Kindred, Kha'Zix and new champion Naafiri are on the block.
“In line with our strategy in previous patches, we continue to weaken some of the best junglers instead of strengthening weak junglers,” Leung-Harrison said.
Blitzcrank is also removed from the jungle center after Riot decides that by forcing him into a different role "adds too much complexity to a graceful champion". For now, the League team will instead focus on bringing it back to the meta as a support pick.
Space appearances fuel League controversy
Hook up rocket rockets because League's new shop add-on is taking players back into space – or should we say a Cosmic journey?
Nautilus, Nunu, and Willump, Sion, and reigning Void queen Bel'Veth are the lucky champions this week, winning new variants. Jhin will also be included in the new skin version, but the Dark Cosmic Erase design will not be available for purchase. Instead, Riot introduced a controversial "gacha" system as a way to earn skins, in a move that was disappointing for us Jhin players.

These skins will go live during the 13.17 Patch cycle.
