With the 13.9 Mid-Season update, League of Legends 2023 is shifting its focus to League of Legends ranked game balance and champions and items with increased win rates in the first months of Season 13.
The Pro League scene may be taking a deep breath before MSI 2023, but the battles in Summoner's Rift are definitely not stopping for anyone or anything. The next update cycle, 13.9, started properly on Monday, April 23. While development boss Matt “Phroxzon” Leung-Harrison is normally the one to reveal all the buffs, nerfs, and changes planned for the first May patch, the preview was released by the League of Legends Dev Team account.
The most significant change to gameplay comes in the form of an overhaul: Neeko the Curious Chameleon is getting new life after a week of intense testing in the League PBE, and the results are already looking very entertaining.
On the costume front, players will finally be able to get new versions of the Dawnbringer and Nightbringer costume lines.

League of Legends Patch 13.9 Release Date
According to Riot's patch calendar, the next update for 2023 will be released on Wednesday, May 3rd. As usual, the patch will be released worldwide throughout the day, starting around 10:00 AM (AEDT) in Australia. Here are the key patch release times for some of the major League servers:
3am P.T. (NA)
05:00 GMT (EU West)
03:00 CET (EU North East)
Morning 8 KR (Korea)
There will be a few hours of outage when the patch starts. Matchmaking and competitive queues will be disabled on all League servers three hours before the update is officially released and goes live.

Rift hack comes with Neeko overhaul
Neeko is poised to become one of the toughest champions in the League with a mid-scope update; his passive now allows him to evolve into characters, plants, minions, and more.
Curious Chameleon was released in 2018 and has struggled to find a strong foothold in the metagamy ever since; however, these solid changes to his Q, W, E and ultimate, as well as tough new upgrades to his passive, will make him a fighting force on the Rift towards the end of the 2023 League season.
Patch changes
As the league development team prepares for Patch 13.10, the changes that will be introduced in Patch 13.9 are quite minor compared to previous updates. The developers said that 13.10 will be the most important patch since the start of the season.
The focus of this patch has been to make certain champions like Neeko feel relevant, useful and applicable in the meta. With these changes, Neeko, among other champions, could find a place for herself in the meta.
The Riot developers are also working on a few Kayle changes, including tweaks to the Divine Ascension (passive) and Starfire Spellblade (E), which they uploaded early to the League PBE, and various changes for the Divine Judgment ultimate.

- Passive has a new ability:
- When within 300 units of a non-epic monster, minion, trap, ward, pet, or plant, Neeko stores their Sho'Ma for two seconds. Only one of these units can be stored at a time and can disguise and clear the current unit's Sho'Ma to transform into another unit. Neeko can then evolve into a new unit or allied champion selected via an interface.
- Passive abilities removed:
- Disguise no longer breaks when damaged.
- Disguise no longer changes attack speed or movement speed if the unit's values are higher than its own.
- Passive cooldown reduced from 25-10 (based on level) to six seconds.
- Q bloom base damage reduced from 40-140 to 35-135, ability power ratio increased from 20 percent to 25 percent ability power.
- Q has a new effect:
- Now deals 30-70 bonus damage per bloom against monsters.
- W has new effects:
- He can now reuse the ability to send his clone to the target location.
- Clone now plays Q, E, dance, joke, taunt, recall, and laugh animations and sounds.
- Now deals 50 bonus damage against monsters on hit.
- E base damage reduced from 80-220 to 70-210, ability power ratio reduced from 60 percent to 65 percent ability power.
- R has a new effect:
- Now knocks out enemies for 0,6 seconds after channeling.
- R effect removed:
- No longer shields 75-125 (plus 75 percent ability power), 40-80 (plus 40 percent ability power) per champion for two seconds.
- R cooldown increased from 90 seconds to 120-90 seconds at all ranks, base damage reduced from 200-650 to 150-550, damage ability power ratio decreased from 130 percent ability power to 100 percent ability power.
- Passive has a new ability:
- Kayle
- Passive Flame base damage increased from 15-35 (based on Starfire Spellblade's Rank) to 20-41 (based on level).
- E passive ability power ratio reduced from 25 percent to 20 percent ability power.
- R ability duration from 1,5 seconds to 0,5 seconds, area of effect delay from 1,5 seconds to 2,5 seconds, duration from 2,5 seconds to 2-3 seconds at all ranks, radius from 500 to 675-775 at all ranks, base damage reduced from 200-500 to 200-400, ability power ratio reduced from 80 percent to 70 percent ability power.
- R ability removed: No longer reduces attack range to 400 on self-attacks.
